"Addressing international terrorism is the most pressing issue for this jurisdiction because Washington is a primary target for terrorists. In order to successfully combat terrorism, America must patrol its borders, secure potential points of entry and keep the fight off of U.S. soil away from U.S. civilians. Identifying and removing domestic terrorist cells already established in the United States as a top priority."
