"Education 2005 has been a breakthrough year for charter schools, which are public schools run by private groups, operating independently of district bureaucracies to ensure maximum flexibility regarding curriculum, staffing and budget. Funding can be subsidized by the federal government, which provides grants of hundreds of thousands of dollars to new charters."
