 Annan Backs U.S. on Iraq Plan Thursday, Feb. 19, 2004; 2:12 PM
U.N. Secretary-General Kofi Annan on Thursday recommended against holding elections in Iraq before the June 30 U.S. transfer of power to Iraqis, but made no recommendation on how to form a transitional government. At the same time, Annan also said the transfer date must be respected.
