 Tenet Testimony Before Sept. 11 Panel Wednesday, Mar. 24, 2004; 11:45 AM
The CIA did not believe it had the authority to kill al Qaeda leader Osama bin Laden before the Sept. 11 attacks, a commission said Wednesday during hearings on U.S. counterterrorism policies. CIA Director George Tenet told the commission, "Clearly there was no lack of care or focus in the face of one of the greatest dangers our country has ever faced."
