 Freeh Testifies Before 9/11 Commission Tuesday, Apr. 13, 2004; 10:53 AM
Former FBI Director Louis J. Freeh was the first to take the witness chair during Tuesday's hearing with the commission studying the Sept. 11, 2001 attacks. Freeh told the panel that the FBI had an effective program with respect to counterterrorism prior to Sept. 11, given limited legal and intelligence gathering capabilities.
