The head of the Iraqi Governing Council was killed in a suicide car bombing Monday near a checkpoint outside the coalition headquarters in central Baghdad. U.N. Secretary-General Kofi Annan said Monday that he hopes the assassination will not derail the process of handing over sovreignty to an Iraqi government.
