Panel: U.S. Underestimated Pre-9/11 Threat

The U.S. government was ill-prepared to detect mistakes by Al Qaeda plotters and stop the worst terror attacks in American history, the Sept. 11 commission said Thursday in a final report that recommends sweeping overhaul of the nation's intelligence services to disrupt future attacks.
