Iowa and New Hampshire get most of the attention in the early primary process, but Washington, D.C. will hold the first primary in the nation on Jan. 13, 2004. Though no delegates will be awarded, many in the nation's capital hope that the Democratic primary will draw attention to the District's lack of voting rights. But that effort sustained a blow Friday when Sens. Joe Lieberman (Conn.), John F. Kerry (Mass.), John Edwards (N.C.), and Rep. Dick Gephardt decided to remove their names from the primary ballot.
