Tuesday, April 1, 2003; 12:47 AM

Washington Post foreign correspondent William Branigin, says the U.S. Army's 3rd Infantry Division has instituted new plans to prevent a repeat of the tragic shooting death of 10 Iraqis at an Army checkpoint Monday. The measures include new Arabic signs posted at a greater distance from the checkpoints and wires strung across the roads to slow down vehicles. Branigin spoke by phone to washingtonpost.com's Jim Sheppard.
Editor's Note: When he recorded this interview, Branigin was speaking over the roar of a nearby U.S. Army armored vehicle.
