The 402 Civil Affairs battalion in Umm Qasr, Iraq, is on the front line
of the battle for "hearts and minds" in Iraq. The U.S. Army's civil
affairs units are tasked with providing a quick fix to humanitarian
problems before NGOs arrive and take over. The situation in the port
town of Umm Qasr provides a glimpse into the problems civil affairs
unit will encounter as they move north deeper into Iraq.
