Nixon is angry that the Internal Revenue Service is auditing his political supporters, such as Billy Graham, Robert Abplanalp and John Wayne. He wants the IRS to investigate and audit Democratic supporters.

The Senate Select Committee on Campaign Activities later investigated allegations that the president had abused governmental power and used federal agencies for his own political benefit.
