BUSH GORE
Domestic Oil Production
Would spur exploration and production of domestic oil and natural gas to reduce reliance on foreign supplies. Allow drilling for an estimated 10 billion barrels of oil in the coastal strip of the Arctic National Wildlife Refuge in Alaska as part of that effort. Call for a meeting of G-8 energy ministers to promote independence from OPEC

Seeks to reduce reliance on foreign oil by curbing consumption and emphasizing other forms of energy, instead of by spurring domestic production. No drilling in Alaskan refuge.

Offshore Drilling
Supports existing moratorium that generally bars exploration and drilling in U.S. coastal waters outside of the central and western Gulf of Mexico. But says he would work with state leaders to determine on a case-by-case basis whether drilling could go forward on existing, undeveloped leases off California and Florida.

Supports moratorium on new coastal drilling and would not let development proceed on existing leases off California.

Gas Tax
Did not endorse proposals earlier this year to roll back a 1993 increase in the gasoline tax of 4.3 cents per gallon.

Opposed efforts this year to roll back 4.3-cent gasoline tax increase, which he was instrumental in passing with tie-breaking Senate vote for 1993 budget bill.

Conservation/Alternative Energy
Proposed tax credits worth $1.4 billion over 10 years for electricity produced from alternative fuels.

$2,000 tax credits for buying new energy-efficient homes, $1,000 credits to make existing homes more energy efficient, tax credits of up to $6,000 to buy vehicles, still under development, that get mileage two or three times higher than now.

Home Heating Costs
Proposed establishing a privately managed Northeast Home Heating Oil Reserve, spending $100 million over 10 years. Would expand by $1 billion over 10 years the Low Income Home Energy Assistance Program in part with oil and gas royalties. Opposed releasing oil from the Strategic Petroleum Reserve

Proposed creating a permanent home heating oil reserve for the Northeast. Proposed a temporary tax credit for oil distributors to help build up oil stocks. Called on the Administration to release $400 million of Low Income Home Energy Assistance Program funds to help low-income families afford home heating oil. Asked President Clinton to use the Strategic Petroleum Reserve to lower prices.
