The Clinton Years 1995 Former White House counsel Bernard Nussbaum testified Aug. 9 on Capitol Hill before the Senate Whitewater Committee regarding his handling of the search of Vincent Foster's office after Foster's death in 1993. Nussbaum maintained it was his "ethical duty" to restrict police access to Foster's documents.
