The Clinton Years 1998 On December 20, Bill Clinton became only the second U.S. president to be impeached after the House of Reprentatives charged him with perjury and obstruction of justice. A defiant Clinton stood firm, though, rejecting calls for his resignation and maintaining the support of Democratic Party leaders.
