Much to the disappointment of the Clinton White House, Colorado Gov. Roy Romer (D) has announced he will not challenge Sen. Ben Nighthorse Campbell (R-Colo.). Administration officials believed the popular three-term governor was the best hope at returning the Senate seat to Democratic hands after Campbell switched parties two years ago.
