LITTLE ROCK—Not enough signatures were gathered to force an election on a city plan to spend $16.5 million on land for a Clinton presidential library.

Sunday was the deadline to provide the city clerk's office with 8,500 signatures. The group Empower Arkansans gathered about half the number needed. Opponents of the library plan object because the project was added to another bond issue without voters' approval. The bond issue would pay for the purchase and clearing of 27.7 acres for the library in east Little Rock.
