The National Journal reported that George W. Bush befriended Hubbard at Harvard Business School. Hubbard was instrumental in organizing policy briefings for the then-Texas governor during the first campaign for president. During the first Bush administration, Hubbard served on a commission created by Vice President Quayle to ease regulatory burdens on business.
