This Washington Post poll was conducted by telephone January 23 to 26, 2012, among a random sample of 1,064 adult Maryland residents, including landline and cell phone-only respondents. 17. As the system now works, counties in Maryland determine teacher salaries, but the state covers teacher pensions.
