We recently ran a letter from Rob Chalkley, of Reston, an amputee who complained that motorists continually challenge his right to park in handicapped parking spaces, even though he has handicapped license plates and a mirror hanger issued by the Virginia Department of Motor Vehicles. One disbelieving gentleman even pulled off Chalkley's artificial leg. It is difficult to believe these things go on until you read all the letters. Chalkley asked for your thoughts and suggestions.
