Rallying cry

In 1994, Republicans released their "Contract with America." In 2006, the Democrats pushed a "New Direction for America." The recently-released "Pledge to America" is the Republican's plan for how they would run Congress if they were to lead the majority. How the words used most frequently compare to previous rallying cries:
