Supreme Court uses images in opinion

Justice Anthony M. Kennedy, who wrote for the majority in the Supreme Court's 5 to 4 decision upholding a plan that calls for releasing tens of thousands of California prisons, took the unusual step of including photographs in the court's opinion. The images illustrate overcrowding in the state's prisons and telephone-booth sized cells in which mentally ill prisoners were held.
