With the game tied at 7 and 48 seconds remaining in overtime, the Redskins faced a second-and-two situation from the Giants 38. Redskins quarterback Jeff Hostetler passed to Michael Westbrook, who had beaten Tito Wooten's man-to-man coverage. Westbrook made the catch, but the referee ruled he did not have control of the ball until he was out-of-bounds. Westbrook responded by taking off his helmet and throwing it to the ground, which resulted in a 15-yard unsportsmanlike conduct penalty.
