Tropical Storm Kills Three Venezuelans

Tropical Storm Cesar's winds strengthened to near 55 mph as it moved through the southwestern Caribbean. Accompanying mudslides and floods left three Venezuelans dead in Caracas and hurricane watches were posted in Central America.

Cesar formed Thursday out of the third tropical depression of the 1996 Atlantic hurricane season, drenching the coastal areas of Colombia with four to six inches of rain. The storm was centered about 500 miles east-southeast of Puerto Cabezas, Nicaragua and heading west at about 16 mph.

The governments of Honduras and Nicaragua issued hurricane watches for parts of their Caribbean coasts, and Colombia issued a watch for its Caribbean islands that lie off the Nicaraguan coast.
