Herat
The capital of the province of the same name, Herat is the Afghan city where Iranian influence in strongest. The governor of the province, Ismail Khan, lived in Iran after the Taliban drove him from power in 1995. He reclaimed his governorship in Nov. 2001 after the Taliban collapsed. U.S. officials suggest that his Iranian connections call into question his loyalty to the Afghan government.
