Oil ministers for Qatar and Venezuela said at a conference in Doha, Qatar, that the Organization of Petroleum Exporting Countries may put off action because of high prices. A delay would mean more oil for U.S. refiners to process into gasoline for the summer travel season. Gasoline for April delivery fell 2.64 cents, or 2.3 percent, to $1.1291 a gallon on the New York Mercantile Exchange. The price surged 5.3 percent last week, and on Wednesday reached $1.1577, the highest close for a front-month contract since a record $1.1589 on May 23, 2001.
