Addis Ababa:

Officials blame al-Itihaad, an al Qaeda backed militia operating out of Somalia, for several bombings in Addis Ababa in the mid-1990s. Since 1997, Ethiopian troops have attacked al Qaeda members and sympathizers in western Somalia, markedly decreasing their military strength.
