Rod Blagojevich, the former Democratic governor of Illinois, was convicted on corruption charges in 2011. Michael Milken pleaded guilty to insider trading charges in 1990. The president also pardoned former NYPD commissioner Bernard Kerik and former San Francisco 49ers owner Edward DeBartolo Jr.
It ruled that an intent to discriminate against African Americans was a “primary motivating factor” behind the law, passed by the Republican legislature in 2018. The injunction reduces the likelihood that the rule will be in effect in during November’s elections.
