California, Arizona, and Nevada — key states in the Colorado River’s current crisis — have coalesced around a plan to voluntarily conserve a major portion of their river water in exchange for more than $1 billion in federal funds.
House Minority Leader Hakeem Jeffries (D-N.Y.), who has previously characterized the move as a last-ditch effort, endorsed the push in a letter to Democratic colleagues.
