Blagojevich, the former Democratic governor of Illinois, was convicted on corruption charges in 2011 related to trying to sell then-President Barack Obama’s vacated Senate seat. Milken pleaded guilty to insider trading charges in 1990. The president also pardoned former NYPD commissioner Bernard Kerik and former San Francisco 49ers owner Edward DeBartolo Jr.
The designation means they will be treated as though they are diplomatic outposts of the Chinese government and subject to the same constraints. The move is the latest in a series of U.S. efforts to tackle China’s influence in the United States.
