Scathing Justice Dept. watchdog report rebukes James B. Comey, cites major missteps by FBI
The report from Inspector General Michael Horowitz provides the most exhaustive account to date of the FBI and Justice Department's decision-making throughout the investigation of Hillary Clinton's use of a private email server. Horowitz accuses Comey, the former FBI director, of insubordination and violating standard departmental procedures.
