LOWER POTOMAC AND CHESAPEAKE BAY: Today -- Sunny with visibility of more than 5 miles. Wind will be from the northwest at up to 15 knots today, becoming variable and light tonight. Waves in unprotected waters will be from 2 to 3 feet.

Extended Area forecast for Thursday through Saturday: Sunny through the period with highs in the 60s, and lows from the mid 30s to the mid 40s. Normal Washington temperatures for the period are a high of 61 and a low of 40.

WEST VIRGINIA: Today -- Cloudy, chance of rain, highs from the mid 40s to the mid 50s, lows from the upper 20s to the mid 30s. Wednesday -- Sunny, highs from the mid 50s to the mid 60s.

The National Weather Forecast for today -- Rain will scatter over northern New England and the lower Great Lakes. Skies will be cloudy over the Pacific Northwest and portions of the interior Southwest. Otherwise, skies will be sunny over the nation. Temperatures will remain cool from Texas across the Gulf states through the lower two thirds of the Appalachians and the Atlantic coast from Maryland and the Virginias thru Florida. Elsewhere . . . temperatures will be seasonally mild.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 p.m. to 3 p.m. period was 25 for the pollutant, photochemical oxidents. Index values between 25 and 49 indicate fair air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will improve.

The National Weather Service forecasts the Potomac River stage at Little Falls should be near 11 feet today.
