Charles V. Giuffra has been appointed executive vice president of United Services Life Insurance Co., an organization founded in 1939 to provide unrestricted life insurance for military officers. George Graves will fill Giuffra's previous position as president of Bankers Security, a subsidiary which offers life insurance for civilians. Graves most recently served as senior vice president of marketing for United Services Life.
In a related development, Lt. Col. Edward E. Jernigan was elected second vice president of the United Services Life marketing department. An advisory council has also been formed to assist the marketing department in evaluating new programs for military personnel. The members of the council, retired military personnel, are Lt. Gen. Robert G. Yerks, Vice. Adm. Joseph P. Moorer, Brig. Gen. James Creedon, Sgt. Major James Hughes, and Sgt. Major J.P.R. Roberts.
Carolyn C. Cobb was recently named counsel for the state division of the American Council of Life Insurance. Cobb is a graduate of Cleveland State University and Case Western Reserve law school.
Robert J. Peters has been appointed president of Tisbury Express Inc., an insurance wholesale house for excess, surplus and speciality lines. Peters was formerly assistant vice president of Stewart, Smith East Inc.
Allan J. Brecher and Theodore M. Pappas have been named assistant vice presidents of The McLaughlin Company, a Washington insurance agency established in 1929.

The Independent Insurance Association of Montgomery and Prince George's counties has elected as its president Martin T. McAdam of McAdam Associates in Rockville. Wayne Fletcher of Parker-Fletcher Insurance Associates in Greenbelt has been chosen as vice president, Robert Horenberg of Horenberg Insurance Services in Silver Spring will be treasurer and C. F. Bullington of Central Insurance Services in Landover will be secretary.

Government Employees Insurance Co. has announced the election of Howard L. Cohen and Eric F. Gottheim as associate actuaries and Richard A. Nicola and Thomas M. Wells as associate controllers.
The National Association of Life Underwriters has named Carol C. Groom of Massachusetts Mutual in Arlington chairman of its committee on recognition of quality and achievement. Robert E. Smariga of Northwestern Mutual in Frederick was also elected chairman of the association's state law and legislation committee.
The Dama Co., a Washington insurance brokerage specializing in casualty risks, has appointed Warren L. Dean executive vice president.
