Former Federal Aviation Administrator John L. McLucas has been elected president of Communications Satellite General Corp. John A. Johnson, who has been president of Comsat General for the past four years, has been elected chairman and chief executive officer.

McLucas was named to the FAA by President Ford in 1975. Prior to that , he served as Secretary of the Air Force. Under Secretary of the Air Force and Assistant Secretary General of the North Atlantic Treaty Organization. He is also a past president of the Mitre Corp.

Johnson has been president of Comsat General, a subsidiary of Communications Satellite Corp., since it was established in 1973. Prior to that, he was a vice president and then senior v.p. of Comsat.

The head of McLaughlin Olds, which opened for business Friday, is Joseph McLaughlin. McLaughlin is also president of Lauford Associates, Inc., and Creative Communities Development Corp. in addition to being owner of The Black Nugget Restaurant. McLaughlin Olds is located on Central Ave. NW, about a mile from the Capital Centre.

Anothe new business in town is the Arbor Group, founded by William F. and Gretchen M. Gorog. He is former executive director of the White House Council on International Economic Policy, and she is former president of Daytech Corp. of Dayton, Ohio.

Arbor Group, with offices in Georgetown, will specialize in international investment management services.

The Hecht Co. has appointed Jerome T. Loeb executive vice president for finance. Loeb comes to the Hecht Co. from the May Department Stores Co., where he was a senior vice president.

American Security Bank of Washington has appointed Gene Lee Bennett senior vice president. Bennett, who comes to American Security from Citibank of New York, will head the international banking division.

Vet Vans of Virginia, Inc., has promoted Wayne R. Beck to president. He has been vice president and general manager of the company since 1971.

The Journal Newspapers, publishers of weekly papers in the City of Alexandria and Arlington, Fairfax, Montgomery and Prince George's counties, has named Geoffrey Edwards vice president and general manager. Edwards comes to the Journal from the Liverpool, England, Daily Post and Echo, Ltd., publishers of morning, afternoon and weekly newspapers in the Liverpool area.

Government Employees Insurance Co. has named Donald K. Smith to its recently established corporate office. Smith is the company's senior vice president and general counsel.

Mercantile-Safe Deposit and Trust Co. of Baltimore has elected Charles H.M. Beatty, Jr. vice president. He serves in the bank's trust division.
