Suburban Trust Co. of Hyattsville has promoted Harold D. Butler, Richard F. Bytnar and F. Ira Wheatley to senior vice president.
Butler began his career with Suburban Trust 15 years ago as a branch manager. He is now manager of the internal operations division.
Bytnar, who started as manager of the insurance department, is now manager of the bank card division. He has also taught at the University of Virginia Graduate School of Consumer Banking.
Wheatley, manager of the banking department in Suburban Trust's main office, has been with the bank for 34 years. He was appointed vice president in 1966 and has been secretary to the board and executive committee since 1974.
Suburban Trust also has elected chairman William B. Wheeler to the additional post of chief executive officer.
In addition, Suburban Trust named H. Lee Boatwright III president and chief administrative officer. He succeeds Benjamin C. Shaw, who retired.
Former Secretary of Transportation William T. Coleman Jr. has joined the Los Angeles-Washington Paris law firm of O'Melveny & Myers as senior partner.
Coleman said he will divide his time between the West Coast and Washington but will maintain his residence here. After leaving office at the DOT in January, Coleman was a distinguished fellow at the Woodrow Wilson Center, during which time he completed work on a forthcoming book about cabinet service.

Amex Inc., and American Can Co. in recent months and is a trustee of the Rand Corp. Brookings Institution, the NAACP's legal defense fund (he also is chairman), and the Philadelphia Museum of Art.

Riggs vice president Donald E. Tillson has been named director of the Washington office of the National Alliance of Businessmen. His prime responsibility will be the conduct of the alliance's annual JOBS campaign. The campaign is designed to develop job opportunities for the economically disadvantaged veterans, ex-offenders and young people.
First National Bank of Maryland has promoted two to vice president Thomas A. Bowman will be v.p. in the bank's trust division, where he will be resposible for the investment management of corporate and municipal employee benefit plans.Lawrence T. Lewis III, who originally joined First National in 1972, will manage the bank's municipal bond department.
