Former Washington Post Co. president Larry H. Israel heads a new group that is buying WYNS-TV in Syracuse, N.Y. an affiliate of the American Broadcasting Co.

The purchase price is about $11 million.

WNYS, which broadcasts on channel 9 in Syracuse, currently is controlled by the Outlet Co., of Providence, R.I., a retail and broadcasting firm that owns the Philipsborn chain of women's specially stores in metropolitan Washington.

Outlet owns 80 per cent of the Syracuse station and the balance is owned by local investors. A spokeswoman for Outlet said yesterday that all company officers were out of town and she declined to discuss negotiations for the Syracuse stateion.

Broadcasting magazine said an associate of Israel in the new group, which reportedly plans other asquisitions, is New York lawyer Steven Kumble, senior partner in a firm that also includes former New York Mayor Robert Wagner.

WNYS, unlike many ABC-TC affiliated across the country, has not been a dominant station in the Syracuse market. Outlet president Bruce G. Sundlun told anaylsts last month that WYNS "is coming on strong in its market," and "enjoyed the most profitable year in its history in 1976."

Israel resigned from the Post Co. effective Feb. 1. He joined the Washington firm in 1968 as chairman if Post-Newsweek Stations and became company president in 1973. Before joining the Post Co., he was president of Westinghouse Broadcasting.
