Peoples Drug Stores has promoted two vice presidents to newly-created senior VP slots and has upgraded the head of advertising and public relations to vice president status. All three new positions carry interdivisional responsibilities.
The new senior vice president for finance is Robert M. Arensmeyer, formerly a vice president and treasurer, Alvin F. Towle, formerly vice president for marketing, is now senior VP for marketing.
Joseph A. Pollard is the new vice president for advertising and public relations.
The five divisions of the company are the People division here, the Reed division in Atlanta, the Lane and Schuman division in Ohio and the Health Mart division in Pennsylvania.
In other executives changes, Peoples named Stephen Schuman corporate vice president to direct both Ohio divisions.
New vice presidents in the Peoples division are David Eisenberg, Sheldon Moore, Robert Crichlow and Leonard DcMiro.
Riggs National Bank has elected Charles H. Whittum Jr. executive vice president. He will head the commercial banking group.
Whittum joins Riggs after a 23-year career with First Pennsylvania Bank and Trust Co. of Philadelphia. He was most recently a senior vice president there, and at that time he managed all financing related to the real estate industry.
Riggs also promoted three vice presidents to senior VP. Named were Jerome P. Griffin, Robert E. Pickeral and Raymond E. Sparks.
In changes at the Macke Co., James H. Petersen has been named president of the college and health care services division.
Petersen was vice president and general manager of the health care services division of Marriott before joining Macke.
Macke also appointed William Michael Karnes treasurer of the company. karnes has been Macke's director of management analysis and planning.
Seaboard Service System, Ltd., has named Carolyn W. Charity vice president. She joined the company last November after she resigned as public information officer of the Washington Metropolitan Police Department.
Michael C. Finnegan has joined University National Bank of Rockville as vice president in the commercial loan department.
Household Finance Corp. has elected Mary J. Head to its board. Head is vice president of the National Railroad Passenger Corp.
New president of the Mongtomery County Chamber of Commerce is Sidney Kramer, president of White Oak Enterprises. He succeeds William Gregory of Pepsi-Cola, who will continue to serve on the board.
Quality Inns International, Inc., named Steward W. Bainum Jr. to the board. The new director is senior vice president of Manor Care, Inc., and son of Quality's chairman.
