Martin Marietta Cement has named John O. Hobbs president of the eastern division which has its headquarters in Baltimore. Hobbs replaces Kenneth D. Simmons, who resigned to take another position.

Hobbs, who has more than 28 years of experience in the cement industry, has been a vice president in the company since 1975. The eastern division markets portland and masonry cement throughout the northeastern United States. The cement company is an operating unit of Martin Marietta Corp. of Bethesda.

Martin Marietta Aerospace an operating company of the Bethesda corporation, has promoted Frank H. Menaker Jr. to general counsel.

Menaker has been assistant general counsel of the parent corporation since 1973. Prior to joining Martin Marietta, he was an attorney in Dynalectron Corp. and the General Accounting office.

National Bank of Washington has named J. Kenneth Tercers senior vice-president and head of the bank's new customer services division. In addition, he will oversee the bank's marketing department.

The new division will handle the administration and operation of the bank's 25 branch system. Prior to he creation of the new division, the administration of the branch banks was handled by vice president Robert E. Lee Jr., who is retiring in September.

Joseph F. Schramm has joined Abramsonshill Himelfarb Inc., advertising and public relations agency after a tour-year stint in his own agency. He will be a vice president and member of the agency's management committee.

Mova Marine Corp, has named Craig R. Mullen to a newly-created vice president position. The Upper Marlboro company is a subsidiary of the Aluminium Company of America of Pittsburgh.

Formers National Bank of Maryland has promoted Larry L. Rash to vice president. Rash will be responsible for the Annapolis based bank's Eastern Shore offices.

Charles E. Lyday has been appointed vice president of consumer loans of Security National Bank. Lyday is former assistant vice president of Union First National Bank of Washington.

Capitoline Investment Services Inc. a subsidiary of United Virginia BanksharesInc., has promoted John R. Moore to vice president and regional manager. He will be responsible for the company's Northern Virginia region through its Alexandra office.

Central National Bank of Richmond has elected Lawrence H. Lanier vice president and manager of the correspondent banking division. He joined the bank in May.

Ability Search Inc., a Washington-based executive search firm, has promoted Thomas A. Munroe to vice president and director of marketing and corporate planning. He was the firm's director of engineering search.

NEW DIRECTIONS: The National Geographic Society has elected George M. Elsey and Jerome H. Holland to the board. Elsey is president to American National Red Cross and Holland is a business consultant and professional public director of corporations.
