The Rouse Co. of Columbia, Md., announced the election of Dr. Elaine C. Davis and Robert Meyerhoff to its board of directors.

Dr. Davis is currently associate professor and director of the division of education for the evening college and summer session of the Johns Hopkins University. She has also served on the Maryland Council on Education and on the boards of trustees of the Maryland State Colleges and of Goucher and Morgan State Colleges.

Meyeroff is president of Hendersen-Webb Inc. and a developer of residential properties in the Baltimore area.

Charles A. Zraket was elected executive vice president and a member of the board of trustees of the Mitre Corp. Zraket has been with Mitre for 12 years. He was named senior vice president of technical operations in 1975.

Irwin Zazulia has been appointed vice chairman of the Hecht Co., Baltimore/Washington. Zazulia joined the Hecht Co. in 1971 as a divisional merchandising manager and was appointed vice president and general merchandise manager-softlines in 1974. In 1976 he was named executive vice president-merchandising.

Telenet Communications Corp. has named Jay Schneider to the newly created post of controller. Schneider was previously senior manager of accounting at MCI Telecommunications Corp. and has also held key accounting management positions with subsidiaries of Schlumberger Ltd.

Neil L. Adams, former regional administrator for the Federal Power Commission, joined E. C. Ernest, Inc. as vice president and director of sales and marketing for utilities and energy construction. Adams served as general electrical engineer of the FPC before becoming regional administrator.

Two top level executives have been promoted at the Smith-Sternac Organization, an international administrator of association group insurance. Jack Hunn was named executive vice president and Joel Hirsch senior vice-president and head of Smith-Sternau's Washington office.

Hunn came to Smith-Sternau's from New York Life Insurance Co. in 1971 and became senior vice president four years later. Hirsch served as manager of administrative services and chief underwriter of the association group division of CNA/Insurance before joining Smith-Sternau.

Edward M. Castle, vice president of Karl W. Corby Construction Corp., has been elected to the board of director of the Bank of Bethesda.

The Washington Post Co. has named Angus Twonbly assistant to the president. Twombly joined the Post in 1975 as assistant to the general manager and was named manager of the sales information project in advanced systems in 1977. Before coming to the Post, he was a reporter and assistant city editor of the Albany (N.Y.) Knickerbocker News.

The board of directors of the Chas. H. Tompkins Co., a general contracting firm, announced the election of Lewis S. Mitchell to vice president. Prior to his promotion, Mitchell was purchasing manager and assistant secretary.

John R. Stevenson has been named vice president of the hotel division of Alexandria Management Corp, owners of Ramada Inn-Old Town and East Western Olde Colony. Before his appointment Stevenson was manager of Best Western Olde Colony.
