The Northern Virginia Bank, Springfield, announced the promotion of Patricia McNamara to vice president and Gerald L. Stephen to assistant vice president. The bank also named two new branch officers, Dean Aldinger and Helen Coughlin.

McNamara has been with Northern Virginia since 1973 and is the branch manager of the bank's main office. Stephen joined the bank in 1970, was named assistant real estate officer in 1976 and premises and staff services officer a year later.

Aldinger, currently branch officer at the Amnandale office, has been with the bank for four years. Coughlin started in the bank's dual control department in 1969 and is now branch manager of the Saratoga office.

The board of directors of Reynolds Metals Co., Richmond, named Robert W. Winstead and R. G. Holders corporate vice presidents. Winstead is general manager of Reynolds' mill products division and Holder is general manager of the flexible packaging division.

Harold E. McCarty has been elected executive vice president and chief executive officer of the Bank of Vienna. Before joining the bank, McCarty served as president of the Fidelity American Bank in Williamsburg. He worked for the National Bank in Williamsburg. He worked for the National Bank of Fairfax from 1966 to 1973, eventually becoming assistant vice president and director of marketing and business development.

The board of directors of T. Rowe Price Associates Inc., a Baltimore based investment counsel firm, recently announced changes at the top management level.

Under the restructing plan, chairman of the board. E. Kirkbride Miller will take on additional duties as preseident and chief executive officer.Curran W. Harvey, vice chairman of the board, will remain in that post and assume the newly created position of chief operating officer.

In addition, Donald E. Bowman, former president and chief executive officer, will become a vice chairman of the board in charge of special projects. Bowman currently serves on the Advisory Council on Employee Welfare and Pension Benefit Plans, a position he was appointed to in 1974 by the Secretary of Labor.

Miller joined T. Rowe Price in 1952 as an investment counsellor and was elected to the board of directors in 1965. He has served as chairman since 1976. Harvey came to the firm in 1961 and joined the board in 1970. He was elected vice chairman and became director of the counsel division in 1976.

Three vice presidents have been elected to the board of directors of Citizens Bank & Trust Co. of Maryland. The new directors are John L. Kensinger Jr., John E. Reilly, and H. Alton Swiger.

Kensinger joined Citizen in 1948 and in 1960 was named branch supervisor ad assistant vice president. He was elected a vice president in 1961. Reily, who is responsible for the branch operations division, came to the bank in 1955 as manager of the personal loan department. In 1963, he was elected an assistant vice president and became a vice president in 1974. Swiger has been with the bank since 1956, becoming a vice president in 1960.

Gregory W. Fazakerley has been elected vice president of Development Resources Inc. of Alexandria. Resources Inc. of ALexandria. Before joining the firm in 1977, he was eastern regional manager for Telecommunications Industries Inc. of McLean. He is currently a director of TDX Telecommunications Inc. of McLean.

The board of directors of the Fidelity American Bank, NA/Northern Virginia has named Thom F. Hanes president and chief executive officer of the bank. Hanes' association with Fidelity American goes back to 1955.

The board also announced the promotion of Thomas E. Rogers and Daniel S. Chamblin Jr. to vice president and Cynthia G. Glumphy to assistant vice president.

Donald S. Bates has been promoted to vice president and general manager of General Electric Company's information services division in Vienna. Bates has been with General Electric for 27 years. He was manager of strategic planning and review operations for the company's electric components division and for the special systems and products group from 1970 to 1974. In 1974 Bates was named general manager of the mobile radio products department in Lynchburg.
