Vincent C. Burke, Jr., chairman of the board and chief executive officer of the Riggs National Bank, and Edwin K. Hoffman, president and chief executive officer of Woodward and Lothrop, have been elected to the board of directors of Potomac Electric Power Co.

The new board members were elected recently at Pepco's annual shareholders' meeting. Burke and Hoffman replace board members Lewellyn A. Jennings, former Riggs chairman, and Carleton D. Smith, retired vice president of the RCA Corp., who will become advisory directors.

Pepco also announced the promotion of vice president Peter H. Benziger and Paul Dragoumis to senior vice presidents. Benziger will direct the utility's generating facilities and Dragoumis will head a new organization that oversees consumer affairs, rates, corporate affairs, analysis and planning.

In addition, the following vice presidents were lected by the Board; Donald R. Briggs, David W. Masters, Stanley J. Bright, William Schmidt and Horace S. Webb.

Garland J. Bloom Jr. has been elected executive vice president of the H. G. Smithy Co. Bloom is a trustee of the B.F. Saul Real Estate Investmen Trust and a former senior vice president of the B.F. Saul Co.

Howard E. Cochran has been elected treasurer of Scope Inc., a Reston electronics firm. Cochran came to Scope last year as vice president of financing a position he will retain.

Friendship Savings and Loan of Bethesda has named Lnida J. Fillingham vice president. She joined the Frienship in 1973 after serving with the Riggs National Bank.

Two appointments were announced recently in the retail banking division at American Security Bank.

Raymond S. Kozlowski was named vice president for the retail banking division. Before coming to American Security, Kozlowski was vice president and general counsel/secretary of Nationwide Financial Services Corp.

Charles A. Landis, formerly with the Riggs National Bank, was appointed loan review officer, retail banking division.

Francis E. Kelly, Jr., was recently elected to a three-year term on the board of directors of PepCom Industrial Ind. Kelly is the resident manager of the New York Stack Exchange firm of H.N. Whitney, Goadby and Co. He was formerly with Reynolds Securities and Paine, Webber, Jackson and Curtis Inc.

Paul G. Adams, III has been elected senior vice president at American Bank of Maryland. Adams joined the Silver Spring institution in 1976 and most recently served as vice president in charge of the finance division.
