The board of directors of the Riggs National Bank has elected four new vice presidents. They are Clifford G. Needham Jr.; Fred J. Rice; Webb C. Hayes IV; and Edward Thomas Wilson.
Needham has been with Riggs for 15 years. He became assistant vice president in 1974 and is currently in the mid-western region of the corporate lending department.
Rice, who joined the bank in 1970, will be second in charge of the loan review division.
Hayes joins Riggs as vice president in the corporate division's northeastern region. He was previously with the National Bank of Washington.
Wilson, who will join Riggs later this month, is currently with the U.S. Chamber of Commerce as director for East-West Trade.
The D.C. Charter Chapter of the American Business Women's Association has named Mattie C. Colson as its Women of the Year. Colson, a business teacher at Dunbar Senior High School, will enter the national competition for the association's Top Ten Business Women and the American Business Women of the Year awards in the fall.
Colson has been a business teacher in the D.C. public schools since 1968. She has served as the business manager of Hart Junior High School and has been Dunbar's school-community coordinator since 1977. She was named 1978 educator of the year by the District of Columbia Business Education Association.
Kelly B. Browning has been named vice president of marketing at College and University Press Falls Church, the nation's leading publisher of college photo and biographical directories.
Browning joined the firm in 1976 as sales representative and became associate director for marketing shortly thereafter.
