Charles E. Smith Management Inc. announced the retirement of Melton D. Maney as executive vice president of its commercial management division after 24 years with the firm. Sidney Glassman, executive vice president of residential management, will assume the additional duties for commercial management.
Maney joined Charles E. Smith in 1954 and was named executive vice president of the commercial management division in 1964. He specialized in the planning and management of the company's office building properties in the Washington area. He is a former president of the Apartment and Office Building Association of Metropolitan Washington and was named Property Manager of the Year by the Institute of Real Estate Management.
Glassman joined the firm in 1964. He is also a past president of the Apartment and Office Building Association and a past chairman of the Apartment House Council of Metropolitan Washington.
John L. Grove has been elected to the joint board of directors of First Maryland Bancorp and its chief subsidiary, The First National Bank of Maryland.
Grove is president of JLG Industries Inc. of McConnellsburg, Pa. He has served on the advisory board for the Washington County region of the bank since 1974.
Joseph N. Kremonas has been appointed vice president for requirements at Martin Marietta Aerospace. Kremonas joined Martin Marietta Aerospace in 1973 as executive director of marketing in its advanced programs and planning organization.
Irving S. Shapiro, chairman of the board and chief executive officer of E. T. DuPont De Nemours and Co. was elected to the board of trustees of the Ford Foundation.
Shapiro was an attorney in the criminal division of the Department Justice for eight years, before joining DuPont in 1951. He was named assistant general counsel of the firm in 1965, a senior vice president and member of the executive committee in 1970, vice chairman of the board in 1973, and chairman in 1974.
Charles O. Morgret, manager of public relations of the Southern Railway System, has been elected president of the Railroad Public Relations Association. Morgret began his railroad career in 1939 with the Association of American Railroads. He joined Southern in 1963 and was promoted to his present position in 1970.
Norman D. Shutler, a deputy assistant administrator with the Environmental Protection Agency, has resigned from the agency to join the Washington law firm of Deane, Snowdon, Shutler, Garrish and Gheradri.
Shutler joined the EPA in 1971 as director of the mobile source enforcement division. In 1976 he became deputy assistant administrator for mobile source and noise enforcement, where he directed the establishment of enforcement programs for the recall of automobile not meeting federal air pollution standards. He also was in charge of the EPA's enforcement program requiring the general availability of unleaded gasoline.
David H. Stowe has been selected as chairman of the National Mediation Board. Stowe, who served as administration assistant to President Harry Truman, has handled over 2,000 labor disputes, primarily in the industrial and transportation fields, as an arbitrator from 1953 to 1970.
John E. Vail has been appointed to the newly created position of vice president of marketing for Rodman Drugs.
