The former executive vice president of Manufacturers' Hanover Corp., Paul J. Hanna, has been elected chairman of the board of Government Employees Financial Corp.

Hanna has served on the board of Gefco since 1967 is also vice chairman of Government Employees Insurance Co., a Gefco affilate.

Henry G. Catucci has been promoted to senior vice president of Western Union International, Inc. In this position he will be responsible for all of Western Union's operations in the Washington office.

Thomas E. Hitselberger has been elected senior vice president of Suburban Trust Bank. He has been with the bank for three years and serves as Suburban Trust's Baltimore regional executive.

Also promoted to vice presidents were: Steven C. Crowley, Michael K. Horgan, R. Blair Richards and Alfred James Serafino.

John J. Byrne, chairman, president and chief executive officer of Government Employees Insurance Co., has been elected a director of Martin Marietta Corp.

Before joining Geico in 1976. Byrne was executive vice president of the Travelers Corp., parent of the Travelers Insurance Companies.

William Craig has been appointed corporate vice president, personnel, for Woodward & Lothrop. He comes to Woodies from Giant Food Inc., where he served for the past 15 years, most recently as personnel supervisor.

Roger D. Borgeson has been appointed vice president, organization development for Garfinckel, Brooks Brothers, Miller and Rhoads Inc. effective August 7.

Borgeson comes to Garfinckel's from Abraham and Straus in New York where he was vice president of personnel. Prior to that, he was vice president, personnel relations, for Newsweek Inc.; corporate director of personnel for Sinclair Oil Corp; and manager of the personnel division of The Port Authority of New York and New Jersey.

Warren W. Pearce Jr. has been elected president of MCD Holdings Inc. and MCD Enterprises Inc. Senior vice president Herndon G. Kilby was elected vice chairman and remains as secretary.

Pearce has been with MCD for over 23 years and had served as executive vice president of both firms.

Arthur E. O'Donnell has joined the Weissberg Development Corp. as a corporate vice-president.

Prior to his appointment, O'Donnell was president and general manager of I'Enfant Properties Inc. and a former vice president of the Chase Manhattan Bank, construction and property management division.

Raymond H. Whitmore has joined Commonwealth Bank and Trust Co. of Virginia as vice president and manager of the bank's new Leesburg office.

Marylouise M. Day has been elected president of the Washington D.C. Chapter of the American Society of Appraisers for the year, the first woman ever to hold the position.
