Securities and Exchange Commission Chairman Harold M. Williams last week announced the appointments of A. Clarence Sampson as chief accountant. Ralph C. Ferrara as general counsel and Daniel L. Goelzer as execusive assistant to the chairman.

Sampson, whose appointments is conditional on Civil Service Commission approval, is currently acting chief accountant. He joined the SEC 19 years ago in the Division of Corporation Finance's office of chief accountant. He later served in the commission's office of the chief accountant. He was associate chief accountant for eight years until he became acting chief acccountant after the resignation of John C,C. Burton in September 1976.

Ferrara is currently executive assistant to the chairman. He came to the commission in 1972 as a trial attorney in the Division of Trading and Markets. In 1975 he was named special counsel to former chairman Ray Garrett and subsequently served as executive assistant to chairman Roderick Hills and Williams.

Goelzer joined the commission in 1974 as a staff attorney in the Office of General Counsel and later became special counsel in that office. In 1977 he was appointed special counsel to the chairman

Mary Bruce Batte has been named director of congressional and government relations of the Federal Home Loan Mortgage Corp. Batte formerly served as special assistant to the deputy assistant secretary for direct and insured loans in the Office of Housing at the Department of Housing and Urban development. Before that, she covered Congress and mortgage finance issues as associate managing editor of the Housing and Development Reporter.

Comptroller of the Currency John G. Heimann has assumed responsibilities as acting chairman of the Federal Deposit Insurance Corp., succeeding George A. Lemaistre, who resigned Aug. 15

Under the provisions of the FDI Act, the comptroller is a member of the FDIC board and acts as chairman in the event a vacancy. LeMaistre has been a member of the board of directors since 1973 and Chairman since June 1, 1977.

Duane B. Adams, executive vice president of marketing for Acacia Mutual Life, has been elected a director of the company. He joined the firm in 1975 after serving as senior vice president in charge of individual insurance operations in the United States for Pan American Life Insurance Co.

Donald G. West has been elected to the board of directors of Interstate Federal Savings and Loan. West is an executive vice president and member of the board of Weaver Bros.Inc., a member of the advisory board of the Riggs National Bank, and a consultant to the Mortgage Investors of Washington.
