Ralph L. Shifley has been elected president and treasurer of the Stanwick Corp. a position formerly held by now chairman, Tad Stanwick.

Shifley came to the firm in 1971 after retiring from the U.S. Navy as a vice admiral. He had served as executive vice president and treasurer since 1971.

Other personnel changes announced were the election of John F. Kalina to executive vice president and of Andrew Bodnaruk to president of Stanwick International Inc.

Lee E. Hargfrave Jr. has joined Fairchild Industries as director of business development in the Germantown corporate office. He was previously with General Electric Co. and since 1975 had been managear of European Strategy Integration in Brussels. Hargrave is founder and past president of Business Research and Engineering of Philadelhia.

Several new promotions were announced at National Permanent Federal Savings and Loan Association. M. Bradley Griggs, treasurer, was named senior vice president and Clayton R. Keel was appointed vice president-controller.

Promoted to vice presidents were Nancy Hite, Sherrie Stone and Joe Duke.

Mervyn T. Johjns has been promoted to vice president and consumer compliance officer at the Northern Virginia Bank. Johns joined the bank in 1970 and has served in several departments including commercial loans, loan review, collections and auditing.

Edward R. Silansky has been named president of Halco Products Corp. of Landover. Silansky, who is also a member of the board of directors, was previously executive vice president of Halco. He is also a director and chairman of the executive committee of Tobin Packing Co., of which Halco owns 35 percent of its outstanding shares.

Robert B. Swedberg has been appointed executive vice president of Hyatt Investments Inc., an Annapolis based firm. Swedberg has been associated with Hyatt's real estate agency for the past seven years.

Sidney E. Beck was named vice president of facilities and planning for Martin Marietta Aggregates, an operating company of Martin Marietta Corp.

Beck joined Martin Marietta in 1968 and most recently served as director of facilities and equipment for the parent company.

Donald C. McVearry has been named general auditor at Perpetual Federal Savings and Loan. He joined Perpetual following 13 years with American Security Bank of Washington, where he served as assistant vice president and assistant auditor.

William E. Johnston, manager of employe and community relations for Gulf Reston Inc., has been appointed vice president of human resources. He joined Gulf Reston in 1971 after serving as a manpower specialist to former Cleveland Mayor Carl Stokes.

Harriet R. Hackney has been named associate director for governmental relations in the Prudential Insurance Co.'s public affairs office in Washington.

She had been an administrative assistant to the Business Roundtable, as well as legislative assistant to the Roundtable's labor-management committee since 1975.
