The board of directors of The Riggs National Bank has elected four new vice presidents. They are A. Eugene Arthur Jr. Stephen J. Wintersehr, John Li, and Adolfo E. Montanaro.

Arthur has been with Riggs for 20 years. He worked in the consumer credit department from 1964 to 1976 and is at present in the metropolitan division.

Hintersehr joined the bank in 1969, working as a platform assistant and officer from 1971 to 1976. He is now a lending officer in the metropolitan division.

Li came to Riggs in 1973 and is in charge of the Asia Pacific region of the international division. He was formerly asistant examiner with the Federal Reserve Bank of New York.

Montanaro, who has been with the bank for 17 years, is in charge of the Western European region of the International Division.

Larry L. Thomas has been named executive director of the National Paint and Coatings Association.

Thomas joined the association's legal and government relations division in 1971 and most recently was general counsel. Before that he served as an attorney advisor with the Federal Trade Commission.

The board of directors of Dart Drugg Corp. has appointed Linda Gayle Roppuport, vice president-communications; William Bolton, vice president-Loss prevention; Jim Luker, vice president-personnel, and Larry Goldber, vice president-operations.

George L. Skinner has been elected comptroller and Stanley L. Shubilla has been elected treasurer of Communications Satellite Corp.

Skinner joined Comsat in 1966 as budget manager and has been director of accounting since 1971.

Shubilla joined the company in 1967 as financial analyst and was named many of financial analysts in 1969. Since 1973 he had been associated with Comsat's subsidiary.Comsat General Corp., first as manager-financial planning and analysis and since 1976 as assistant to the vice president of finance and administration.

National Savings and Trust Co. announced the promotions of Benjamin O. Wood Jr. to senior vice president and cashier and John D. Pollard and R. Paul Hammond to senior vice presidents.

Wood joined NS&T in 1954, Pollard in 1956 and Hammond in 1957.

Benjamin J. Harkins and Brian C. Middleton have been promoted to vice presidents of United Virginia Bank-shares.

Harkins joined UVB in 1969 and is head of the northern region personnel department. Middleton was an industrial engineer with Allied Chemical before he came to UVB-Richmond in 1972. He has been with UVB-National since 1977 as head of the regional operations division.

Ted Jones has been named vice president and manager of the Alexandria ad Prince William districts of the Virginia-American Water Co. Jones was previously operations manager Water Works, a Pittsburgh subsidiary of Virginia-American.

Carolyn E. Setlow has been appointed to the newly-created position of director of corporate planning for Newsweek Inc.
