The board of directors of Amtrak recently approved the appointments of Calrk Tyler to vice president, government affairs, William N. Daly to vice president for corporate planning, and Harry Yousoof to assistant vice president of operations support.

Tyler most recently served as assistant to Robert S. Strauss in the administration's anti-inflation programs with responsibilities for planning and producing the White House Forums on Inflation. Prior to that, he was deputy director of the White House Conference on Balance National Growth and Economic Development.

Daly has been assistant vice president of rail asset valuation for the U.S. Railway Association since 1976. He has also served as a senior associate for McKinsey and Co., mangement consultants, and as manager of planning and financial programs for the Mobil Oil Corp.

Dr. Yousoof came to Amtrak from the Northrop Corp.'s Precision Products Division, where he was manager of electronics systems manufacturing and electromechanical products.

George Chappelear has been promoted to vice president, business development, and George H. Simon has been promoted to vice president, industry relations of American Finance Corp.

Chappelear has been operations vice president of American Finance since 1971. Simon served as operations vice president since 1969.

Eric W. Erdossy, senior vice president of First American Bank of Virginia, has been elected president of the Young Bankers Section of the Virginia Bankers Association.

Erdossy joined Clarendon Bank and Trust in 1968 as an administrative assistant to the president and is now senior vice president of the merged bank, First American.

Richard A. Hutchinson was elected to the position of treasurer of the Dynalectron Corp.

Hutchinson has served as assistant treasurer since 1973. Prior to joining Dynalectron in 1972, he worked for the Washington Gas Light Co.

Smith White Purdum II has been appointed to the position of advertising manager of the Trenton Times, a subsidiary of The Washington Post.

Purdum joined The Washington Post in 1971 as a member of the national advertising department and has since been a salesman for both retail advertising and The Post's Sunday magazine. He was most recently an advertising salesman for the classified automotive advertising department.

Ward W. Dworshak has been elected a director of the Woman's National Bank of Washington and has also been named to the bank's investment committee.

Dworshak is self-employed in real estate and has had experience in commercial leasing, apartment and office building management, and the management of trusts and estates.

John S. Collins has been appointed vice president of Emery Associates and will be in charge of the restaurant division of the firm.

Ted Knapp has been promoted to vice president, marketing for the KTA Products Division of NPD Energy Systems Inc. of Rockville.

Knapp was a co-founder of KTA Corp. in 1975 and has been directing all sales and marketing of KTA solar products since that time.

Ana Maria Perera has been voted the Business Woman of the Year by the Chevy Chase Business and Professional Women's Club.

A native of Cuba, Dr. Perera has been active as an educator, lecturer, consultant and journalist. She was a specialist in development of human resources for the Department of Labor before assuming her current position as specialist for development of educational equity programs for women at the Department of Health, Education and Welfare.

Jon F. Ash has been named staff vice president of government affairs in Washington for Trans World Airlines.

Prior to coming to Washington, Ash was TWA's central region vice president for sales and services in Chicago. He has been with the carrier since 1966.

Peter L. McCandless has joined the public relations firm of Bill Rolle & Associates as executive vice president.

Prior to his appointment, McCandless was public relations vice president for the Reston-based real estate subsidiaries of the Gulf Oil Corp.

Gerald R. Ellis has been appointed controller for Xerox Corp.'s mid-Atlantic region, headquartered in Arlington. Ellis joined financial management positions.

Edgar B. Hamilton Jr. has been named director of public relations for the National Railway Utilization Corp. Hamilton was press information officer for the Interstate Commerce Commission since 1966.

The board of directors of Bankers Security Life Insurance Society has elected Dale B. Peck vice president and treasurer of the firm. He comes to Bankers Security from Arthur Andersen & Co., where he has worked for 10 years.
