Dynalectron Corp. has announced the election of T. Eugene Blanchard to the positions of senior vice president and chief financial officer. Blanchard heads the firm's finance group, which includes the controller department and the finance department.

Blanchard joined Dynalectron in June to direct the finance group. He served most recently as vice president of finance and treasurer of Cenco Inc. of Chicago. Prior to that, he was a founder and vice president of finance of Americana Healthcare Corp.

Dynalectron also announced the election of Robert W. Allen to the position of general auditor with responsibility for the internal audit functions for the entire corporation.

Robert J. Smith has been elected president and Robert H. Halleck has been elected executive vice president of Maryland Federal Savings and Loan Association.

Stephen L. Hammerman has been named regional administrator of the Securities and Exchange Commission's New York regional office.

A. Lee Fritschler has been sworn in as chairman of the U.S. Postal Rate Commission.

Eric J. Hatch has joined the advertising and public relations firm of Earle Palmer Brown as account group supervisor.

Carl Bowen has been promoted to vice president of sales for E. I. Kane Inc. and its affiliate, Intermodal Transport Inc., both based in Baltimore.

Kenneth A. Berlin has been named assistant vice president for the brokerage firm of Folger, Nolan, Fleming & Douglas.

Milton A. Barlow has been voted chairman of the board and chief executive of The Barlow Corp. of Chevy Chase.

Andy Guarriello has been promoted to head Western Electric's Washington Service Center, located in Arlington.

Charles E. Wilson Jr. and M. Michael Cramer have been elected to the Maryland State Bar Association Board of Governors.

Margaret A. Quinn has been appointed to the newly created position of consumer affairs officer at Baltimore Federal Savings and Loan Association.

K. Lawrence Gould has been named president of Media General Financial Services Inc., a division of Media General Inc. of Richmond.

Thomas Malatesta has been named vice president in charge of the Washington office of Boyden Associates Inc., an executive recruiting firm.
