The trustees of the District of Columbia division of the American Cancer Society have named Sanford C. Milwit executive vice president of the division. He succeeds Ralph G. Beverridge.

Milwit joined the American Cancer Society as division director of public relations in 1965. In 1971, he was appointed assistant executive vice president and in 1973 he became division deputy executive vice president.

Louis A. Simpson has been elected senior vice president of Geico Corp. Before joining Geico on Aug. 15, Simpson was president and chief executive officer of Western Asset Management, a subsidiary of Los Angeles-based Western Bancorporation.

Richard A. Voell has been named president, chief operating officer, director and member of the executive and other committees of the Penn Central Corp.

Barbara Adele Fine has been promoted to vice president for sales of the Map Store Inc.

Charles B. Gill has been elected the new governor, or chief executive officer, of the National Rural Utilities Cooperative Finance Corp., succeeding J. K. Smith, who retired Sept. 1. Gill had been deputy governor of the cooperative association.

Curtis A. Hessler, executive director of the Cabinet Economic Policy Group and executive assistant to the secretary of the Treasury, has been named an associate director of the Office of Management and Budget.

Peter R. Kann, a Pulitzer Prize-winning reporter, has been appointed associate publisher of the Wall Street Journal. He won a Pulitzer Prize in 1972 for distinguished international reporting for his coverage of the India-Pakistan war.

Paul A. Jones has been named director of marketing for Alcolac Inc. of Baltimore.

James Lancaster has been named director of professional development for the technology-based business sector of Booz, Allen & Hamilton.
