The Better Business Bureau of Metropolitan Washington has elected Harry M. Schoenly as its new president.

Schoenly is president of Central Charge Service and has been in the banking field since 1940. He joined the Riggs National Bank in 1946. He has been with Central Charge since 1970 and also is a senior vice president of Riggs.

Harry O. Christenson has been elected secretary of Penril Corp. of Rockville.

Derek Shipton has been named senior vice president of the Equitable Trust Co. In addition, George V. McGowan, president-elect of Baltimore Gas and Electric Co., and R. Harwood Beville, executive vice president of The Rouse Co., were named to the board of directors of Equitable Bancorporation and The Equitable Trust Co.

Walter L. Threadgill, formerly senior vice president of United National Bank of Washington, has been named president of the Minority Broadcast Investment Corp.

Michael H. Anderson has been appointed manager of the IBM Data Processing Division's Atlantic region, headquartered in Washington.

Holly Martin has joined the Washington Journalism Review as advertising director.

Linda Jean Spellman has been appointed commercial leasing agent for Shannon & Luchs' commercial leasing division.

E. T. Altman has joined the public relations firm of Capital Counselors Inc. as vice president.

William S. Leonhardt has been elected vice chairman and chief financial officer of Reynolds Metals Co.

Jim Rosapepe has been named Washington representative for the Multistate Tax Commission.

Alex Toeroek, formerly circulation manager for the Fairfax Journal, has been appointed circulation manager for The Montgomery Journal and The Prince George's Journal.

Barbara Mahoney has been named executive assistant of Beltway Limousine Service Inc.

Donald W. Jones has been named vice president and general manager of the Washington office of Harshe-Rotman Druck Inc.

Ronald W. Shore has been appointed general manager of Town House Comtemporary Designs of Arlington.

Paul M. Lyons has been named vice president for marketing and sales of Capital Film Laboratories.
