The Riggs National Bank of Washington has named senior vice president John J. Gorman Jr. vice chairman of the loan committee. In addition, George P. Clancy Jr. and Carter H. Dove were promoted to senior vice president.

Gorman began his career with Riggs in 1937. He was named a vice president in 1965 and senior vice president in 1976.

Clancy, 36, began as a night watchman with Riggs in 1966 while studying at the University of Maryland. He served as assistant manager of the bank's Lincoln office from 1970 to 1973. He later became vice president in charge of corporate loans in the metropolitan division.

Dove has been with Riggs since 1941. He joined the foreign exchange department in 1954 and became a vice president in 1965.

David W. Karsten has been elected vice president and controller of Equitable Life Insurance Co. of McLean.

Kathryn A. Aulbach has been named coordinator of international affairs for Firestone International Co. She will be based in Washington.

Melvin Davis has been elected to the newly created position of vice president for finance and adminstration of Schwartz Brothers Inc.

Dennis Hawes has been appointed director of convention sales of the Washington Convention & Vistors Association.

Barry B. Wright, president of Temporaries Inc., has been elected treasurer of the National Association of Temporary Services Inc.

Sherwin B. Stein has been named senior vice president of Ehrlich-Manes & Associates.

Dr. Carl Kelly has joined C3 Inc. of Reston as vice president for operations.

Bruce Crawford, president of BBDO International Inc., has been elected to the Steering Committee of the National Urban Coalition.

A. James DeBellis, director of economic development for the city of Virginia Beach, has been elected secretary-treasurer of the Southern Industrial Development Council.

Richard F. Bowman has been elected vice president and controller of First Virginia Banks Inc.

Mary Townsend Kimpton has been elected to the board of directors of Chessie System Inc. and its principal subsidiary, the Chesapeake and Ohio Railway Co.

Dr. Walter F. Yondorf has been elected a vice president of the Mitre Corp. of McLean.
