William S. Wheatley Jr. has been elected president of the American Satellite Co., a subsidiary of Fairchild Industries of Germantown. Before joining American Satellite, Wheatley was associated with International Telephone & Telelgraph Co. for 12 years, serving the past two years as executive vice president of that corporation's Domestic Transmission Systems subsidiary.
Ray Brown has been appointed vice president for finance and operations of the Congressional Information Service Inc. He was previously a visiting professor of accountancy at the University of Maryland. Brown will oversee CIS's accounting and finance functions.
